Government Construction Strategy

The HCA governance arrangements – guidance for construction projects

The HCA operates in line with the Government’s Construction Strategy.  Accordingly, the HCA is providing a short description of governance arrangements for building projects that receive HCA funding.

Although the HCA does not directly procure or manage construction projects; we do provide funding to delivery partners (housing associations, local authorities or house builders) to enable them to build.  All affordable housing construction contracts (new build and capital works to maintain stock) that are let by housing associations and local authorities are subject to EU procurement process (the Public Procurement Regulations 2006) and are advertised in the Official Journal of the European Union.

Affordable Homes Programme

New build affordable housing construction is primarily delivered by housing associations.  Housing associations are independent social businesses (officially known as not-for-profit Registered Providers); their representative body is the National Housing Federation.  Corporate governance is through the individual housing association's board but the responsibility for the delivery of individual new build construction projects will usually be held by the director of development.  Housing associations may enter partnerships with commercial house builders, in particular for delivery of affordable housing under planning (s106) agreements.

Others involved in new build affordable homes include house builders and local authorities.

Decent Homes Backlog Programme

The HCA funding for capital works to existing stock (to meet the Decent Homes Standard) is primarily aimed at local authorities.  Contracts may be let and managed directly by the local authority or via an Arms Length Management Organisation. In either case responsibility for the delivery of capital works will usually be held by a director or head of housing or asset management.
