The HCA is a national organisation that delivers locally, working at the request of local authorities to help enable them to achieve ambitions for their own areas. Our management structure reflects this local focus.

The HCA corporate Executive Directors lead on the development and delivery of national strategy, policies and standards (including design and quality standards); the operation of core systems to support the Agency's delivery; and the development of new products and management of any national programmes. They are the primary route for managing the relationship with our sponsor department, the Department for Communities and Local Government.

The HCA area Executive Directors are responsible for HCA delivery in their areas, managing investment and operational budgets, and working with local authorities to help define strategic direction for housing and regeneration delivery. Working with their teams they engage with local authorities, the private sector, housing associations and other local partners to develop local investment plans and agreements. They also play a key role in the HCA's national operation and in the strategic management of the Agency as a whole, in particular through the Directors' Group.
