The Information Commissioner has produced a model publication scheme which details the categories of information that public authorities are expected to publish.

On 1 April 2012, responsibility for the financial regulation of social housing passed from the Tenant Services Authority (TSA) to HCA. Whilst we are working to make our website fully inclusive, should you in the meantime wish to obtain information relating to the regulation of social housing we would recommend that you visit the TSA’s website at www.tenantservicesauthority.org.
HCA has inherited the regulatory functions of the Tenant Services Authority, as well as a number of assets from the Regional Development Agencies (RDAs). We are therefore looking to update our Publication Scheme to reflect the different types of information held by the Agency.

HCA was established in December 2008. It is the successor organisation to the Commission for New Towns and the Urban Regeneration Agency (which had been trading as “English Partnerships”), as well as the investment functions of the Housing Corporation (the regulatory functions having been transferred to the Tenant Services Authority). HCA also inherited a number of functions from the Department for Communities and Local Government.
In 2011, HCA acquired responsibility for a number of assets which had previously been managed by the Regional Development Agencies (RDAs). These assets are now being managed as part of our Economic Assets Programme.
On 1 April 2012, the regulatory activities of the Tenant Services Authority were transferred to HCA.

As the national housing and regeneration delivery agency for England, and as financial regulator of social housing providers, HCA works in partnership with a large number of organisations. These will include Registered Providers (those organisations which deliver social housing), to other public authorities, as well as private sector bodies.
